…#71) - create_issue (in PyAutoMind) moves draft/ -> active/ (was issued/). - ship_library/ship_workspace: on merge, advance the prompt file active/ -> complete/<YYYY>/<MM>/ via `lifecycle.py move` in lockstep with the active.md -> complete.md ledger move. - start_dev: "issued?" lookup now checks active/ (legacy issued/ during transition); shipped-check reads the complete/ archive or complete.md. - intake reconcile + WORKFLOW.md: lifecycle paths and lifecycle.py pointer.
